Ooredoo has selected Oracle Alloy to deliver sovereign AI and cloud services to Qatar’s government sector and enterprises. With Oracle Alloy, a complete infrastructure platform that enables Oracle partners to become cloud providers, Ooredoo will expand its cloud services portfolio by delivering Oracle Cloud Infrastructure’s (OCI) 200+ AI and cloud services to customers across Qatar. To support local data residency, sovereignty, and regulatory compliance requirements, these services will be operated from Ooredoo’s own data centers in the country.

Ooredoo is a leading international communications company that serves more than 100 million customers across the Middle East, North Africa, and Southeast Asia. To meet the rising demand for sovereign managed cloud and AI services, Ooredoo selected Oracle Alloy. With Oracle Alloy, Ooredoo can help customers modernize and transform their businesses while meeting strict data residency and governance requirements by operating and delivering the full set of OCI services.

“This collaboration marks a significant milestone in Ooredoo’s journey to enable Qatar’s digital future,” said Sheikh Ali bin Jabor bin Mohammad Al Thani, CEO at Ooredoo Qatar. “By working with Oracle to deliver a sovereign AI and cloud platform hosted entirely within the country, we are empowering government and enterprise customers in Qatar with secure, high-performance AI and cloud capabilities that help meet the highest standards of data sovereignty, regulatory compliance, and innovation. Oracle’s sovereign AI capabilities enabled by Oracle Alloy will assist Ooredoo in accelerating the adoption of AI in Qatar. Oracle’s distributed cloudOCI Generative AI service, and OCI AI infrastructure will enable Ooredoo to deploy AI and cloud-native capabilities locally, supporting government and enterprise customers as they build and scale AI-powered applications within a sovereign environment. In addition, by combining advanced AI services with strong security, governance, and compliance controls, Ooredoo will be able to help organizations in Qatar adopt AI at scale.

“In an increasingly complex digital landscape, the deployment of sovereign cloud infrastructure with access to advanced hyperscale capabilities has become essential for helping ensure long-term national resilience, security, and economic growth,” said Richard Smith, executive vice president and general manager, EMEA Cloud Infrastructure, Oracle. “By delivering the full OCI portfolio within a sovereign environment, Oracle uniquely enables Ooredoo to advance its cloud strategy while supporting Qatar’s broader socio-economic ambitions.”

Oracle Alloy, part of Oracle’s distributed cloud, enables service providers, integrators, independent software vendors, and other organizations to capitalize on the unprecedented business and new growth opportunities of the cloud. It functions as a full cloud region that Oracle supports and updates with new features as they become available in other Oracle public cloud regions worldwide.
