TAWAL and Huawei have signed an Indoor Building Solutions (IBS) partnership at LEAP 2026 to enhance Saudi Arabia’s digital indoor networks. Leveraging Huawei’s LampSite technology and TAWAL’s local expertise, the collaboration aims to deploy high-quality 5G and all-fiber architecture across various commercial scenarios, supporting the Kingdom’s digital transformation and regulatory requirements.
Responding to national strategies and exploring new cooperation models
With the rapid growth of new cities and large commercial complexes in Saudi Arabia, indoor scenarios have become the core areas for traffic consumption and service experience, directly affecting the competitiveness and development of the digital society. To address the issue of indoor network construction, the Communications,Space & Technology Commission (CST) of Saudi Arabia has issued the “Regulations for Establishing and Providing Telecommunications Services in Real Estate”, providing clear guidance on IBS network construction policies.
This IBS Partnership Agreement signed by TAWAL and Huawei aims to provide high-quality indoor network deployment services in mega, small- and medium-sized indoor scenarios under the background of the new indoor policy. Both parties will jointly develop and promote indoor network solutions and standards (such as 5G 4T4R and all-fiber architecture) that meet Saudi Arabia’s digital economy development requirements based on the technical advantages of Huawei’s leading digital indoor solution (LampSite), and TAWAL’s deep local operation experience. The cooperation will cover the entire process from market exploration, bidding, solution guidance, to delivery, and will create a brand-new indoor network construction mode.
Through resource sharing and a collaborative delivery mechanism, both parties will significantly enhance market expansion and deployment efficiency, accelerating the realization of indoor commercial value.
Mr. Mohammed Al Hakbani, CEO of TAWAL, highly commends the signing of the IBS Partnership Agreement: “This collaboration reflects the continued partnership between TAWAL and Huawei and our shared commitment to advancing digital infrastructure in Saudi Arabia. By working together to enhance the quality and reliability of indoor connectivity, we aim to support the Kingdom’s ongoing digital transformation and the growing connectivity needs of businesses, communities, and digital services.”
Trevor Liu, CEO of Saudi Huawei stated that: “Huawei highly value the strategic IBS partnership established between both parties over the last two years. This Joint IBS Partnership Agreement to Deepen Cooperation drives both entities to embark on a new journey, further cementing our strategic relationship. At the same time, with the support of Huawei’s IBS R&D team, Huawei continues to help TAWAL build its innovation capability and brand influence in the IBS market in Saudi Arabia.”
Tawal COO and Dr. Philip Song, President of Huawei’s global IBS product line, participated in and witnessed the signing of the IBS Partnership Agreement.
