Morocco R&D expansion: Oracle opens second hub to power AI future

Oracle has launched its second research and development (R&D) hub in Morocco, situated in Agadir. Following the opening of its Casablanca centre, this new facility aims to advance global AI and cloud technologies. The hub will support highly skilled Moroccan talent and reinforce the nation’s status as a regional digital innovation leader.

The R&D hub was inaugurated by Mr. Aziz Akhannouch, Head of Government of the Kingdom of Morocco, Mrs. Amal El Fallah Seghrouchni, Delegate Minister in charge of Digital Transition and Administrative Reform, Mr. Karim Zidane, Delegate Minister in charge of Investment, Convergence, and the Evaluation of Public Policies, and Simon de Montfort Walker, executive vice president, Industry Applications, Oracle.

“Through this new R&D Center in Agadir, Oracle has chosen to continue and expand its presence in Morocco. This confirms that our country is now recognized as a credible, competitive, and attractive platform for research and development activities and advanced technologies”, said Mr. Aziz Akhannouch. “Morocco also benefits from a high-quality talent pool, strong academic institutions, and a digital ambition driven at the highest level of the State. By expanding its operations in Morocco, investing in our young talent, and establishing its cloud infrastructure capabilities, Oracle is playing a valued role as both an economic and strategic partner in the Kingdom’s digital transformation.”

The launch of the Agadir R&D hub further reinforces Oracle’s leadership in Morocco and North Africa. With the Oracle Cloud Casablanca Region now live, a second cloud region planned in Settat, and R&D hubs in both Casablanca and Agadir, Oracle is building an unmatched cloud and AI ecosystem in the country. As the only major cloud provider combining sovereign cloud infrastructure, AI innovation, advanced research and development, and large-scale talent investment in Morocco, Oracle is helping position Morocco as a regional center for AI innovation.

Beyond Casablanca, cities across the Kingdom are emerging as centers of innovation, talent, and digital excellence, reflecting Morocco’s commitment to balanced territorial development and a competitive investment environment”, said Mr. Karim Zidane, Delegate Minister in Charge of Investment, Convergence, and the Evaluation of Public Policies. “This new hub will create opportunities for highly skilled Moroccan talent, strengthen regional innovation ecosystems, and further position Morocco as a strategic destination for AI, cloud technologies, and advanced research serving global markets.”

The Agadir R&D hub will focus on advancing innovation across Oracle’s cloud, AI-powered applications, data platforms, and industry solutions, while creating opportunities for highly skilled Moroccan engineers, developers, and researchers. The new hub will also complement Oracle’s Casablanca operations, creating a multi-city innovation network that enables greater collaboration, expands access to talent, and strengthens Morocco’s position as a leading technology destination for Africa, the Middle East, and Europe.

The Agadir R&D facility will feature modern collaborative workspaces, advanced development environments, and dedicated innovation labs designed to support research, experimentation, and product development across Oracle’s technology portfolio.
